Whoever wrote that is deranged - Only a ‘cracked’ mind could write such a peculiar sign, and make it worse by using capital first letters on every word.

I think it’s possible the notice is either aimed at someone called Robert (f’ck you Robert) or is a complex example of self loathing, as they seem to hate illiterate and uneducated people.
