T100 Starter Issue

I have a 2016 Bonneville T100 Black (EFI) that will not start. When the starter button is depressed, the starter relay/solenoid clicks, but the starter motor fails to spin. The battery is fully charged. I have replaced the relay/solenoid with a new unit, but it still will not start. If I jump the relay across the two battery cable terminals, the starter motor will spin. Could this issue be the result of a defective headlight cutoff relay in the start circuit? TIA. Jack
