2017 Street Twin Fuse #8 Blowing

I'm having some issues with my 2017 triumph street twin. I left for deployment and so the bike has been sitting in a garage with a cover overtop of it for a year. Upon my return I found that it wouldn't start. I noticed the battery wasn't charging. So I replaced the battery and still wouldn't start. I then found my main problem. Fuse number 8 the instruments and alarms fuse keeps blowing, the number 2 starter fuse was blown as well and replaced that. However the number 8 fuse constantly pops as soon as it makes contact. The bike starts no problem with the number 8 fuse removed however it shuts off as soon as the bike goes into first gear.
