112 from a Mobile in an Emergency when you have no phone signal

I've used 112 a number of times in this country and knew it worked in Europe but wasn't aware it worked it many other countries like America. I also never realised that 112 overrode the security on a phone or that it used any network or that you could send a text. I just registered my phone so I can use texts and also shared the link on Facebook.
