Hi Guys Hoping Someone Can Help

So i bought a tt600 and have been ripped off, something is twisted at the front end, i thought the forks were bent so put in a new set and its still the same, with the front wheel running dead straight the handlebars point of to the right (see pic) so could the yokes be bent, or the frame twisted, or has it been apart and not put together correctly. Thanks in advance.
