Micro Usb And Handlebar Clamp Question?

Hi all. I am going to test your collective knowledge here. I have recently bought a 2014 Triumph Bonny America and it came with this clamp and power outlet that obviously screws into something and keeps it waterproof. Inside is a micro USB for connecting to a phone or something. The clamp is spring loaded.

Now my question to you all, is what is it for? I have no idea nor did the chap who sold me the bike as it was already on.
Anyone? As you can see there is the handlebar clamp with some sort of clip on mount and a power cable with the USB micro connector next to it.
Anyone please?

Yes obviously it connects to the battery. I can use it for my phone but I am trying to find out what fitting is is? It screws on and is waterproof and the clip has some sort of sliding mechanism.

 

Could be I suppose. Cheers. No good to me so I am taking it off but Iwill keep the USB connection for charging my phone.
