Spraying The Tank

Hello all, I am new to the forum but not to bikes, been riding bike since i was 7 yrs old. Currently have a 98 Daytona and i need a questioned answered that i have never come across to do with respraying the bike.
Its to do with the tank. Now i had a Facebook friend state that i will need to line the inside of the tank before i spray, as if i don't, when its all done and i put fuel into it, the paint over time will slowly start to bubble, this also will happen if i use vinyl wrap.
Can anyone tell me for sure if this is going to be the case?
Also, I want to put risers on the bike as i can suffer from a bad back from time to time and want to sit upright. Can i use another top yoke from another 955 instead of the sloped top yoke of my Daytona.
